On 2007 the Japanese Prime Minister Shinzo Abe initiated a diplomatic and military alliance between United States, Australia, India and Japan with the support of U.S. Vice President Dick Cheney, Australian Prime Minister John Howard, and Indian Prime Minister Manmohan Singh. The Quadrilateral Security Discussion (QSD), commonly known as the Quad, is a strategic dialogue involving key Indo-Pacific states. This was largely interpreted as a reaction to China's growing economic and military strength, as well as escalating tensions between China and Quad members.

24/September/2021 will witness the first in-person Quad leaders summit in New York. On Monday night, the White House confirmed that “US President Joseph R. Biden, Jr. will host the first-ever Quad Leaders Summit at the White House on September 24. 
President Biden is looking forward to welcoming to the White House Prime Minister Scott Morrison of Australia, Prime Minister Narendra Modi of India, and Prime Minister Yoshihide Suga of Japan.”
It also said “The Biden-Harris Administration has made elevating the Quad a priority, as seen through the first-ever Quad Leaders-level engagement in March, which was virtual, and now this Summit, which will be in-person. 
Hosting the leaders of the Quad demonstrates the Biden-Harris Administration’s priority of engaging in the Indo-Pacific, including through new multilateral configurations to meet the challenges of the 21st century. 
The Quad Leaders will be focused on deepening our ties and advancing practical cooperation on areas such as combatting COVID-19, addressing the climate crisis, partnering on emerging technologies and cyberspace, and promoting a free and open Indo-Pacific.”

Quad and AUKUS at odds?

While the quad is gathering to address a number of topics like as climate change, Covid outbreaks, and vaccine distribution, the United States wants to put a stop to the Quad's fears about a new alliance known as AUKUS. Following the quad conference, the US President will meet with the leaders of the two nations for this reason.
The United States has formed an alliance with Australia and Britain for security in the Indo-Pacific region, which intends to send a clear message to China, which has become a Superpower turned Super-bully in the region. 
It was also given the name 'AUKUS'. The alliance was formed on September 15. The alliance was announced by US President Joe Biden, Australian Prime Minister Scott Morrison and British Prime Minister Boris Johnson.
Although the AUKUS was founded to oppose China's expanding dominance in the Indo-Pacific area, it's worth noting that the Quad alliance, which includes the US, India, Japan, and Australia, was formed with the same intent in 2007. The fact that the United States and Australia have formed a new alliance, however, concerns India and Japan.

India's biggest anxiety and relief.

The trilateral security alliance was formed to blockade China, which is one of the main reasons for India's concern. Since the border issue between India and China has not yet been resolved, forging an alliance that would provoke China is a challenge for India.

Another thing that India is disappointed about is Australia's decision to cancel its agreement with France. France is a defense partner for India, providing advanced military equipment and fighter jets such as the Royal Air Force's (RAF) warplanes. As a result, India, like France, is dissatisfied with the new alliance that excludes them.
Meanwhile, Australia's High Commissioner Barry O'Farrell claimed India has inquired as to whether the establishment of a new alliance would have a negative impact on the Quad. The US, on the other hand, has assured India that the AUKUS alliance will not jeopardies the quad partnership, and US Secretary of Defense Lloyd J. Austin has discussed the matter with Indian Defense Minister Rajnath Singh.
The U.S. side claims that the AUKUS alliance is energizing the quad. In fact, even Biden's move to withdraw U.S. troops from Afghanistan must now be considered planned. The alliance's rapid formation comes at a time when many countries are concerned, including that the United States is weakening and losing credibility with the country.
This move is literally further evidence of the U.S. commitment to global participation. It should be noted that Biden's tactical avoidance was aimed at China.
This means that the formation of a new alliance is good for India. Because India is now more hostile to China than Pakistan. The US power is the best bulwark in this situation. Pakistan's problems can be solved by the Indian Army. India does not require US assistance to counter Pakistan. 
However, when it comes to China, a great caution is required. China, on the other hand, is fifty times stronger than Pakistan. China has the ability to utilize its resources to boost its military strength. As a result, in order to combat China, India will undoubtedly want assistance from its allies.

France's response to AUKUS

France is clearly dissatisfied with the formation of AUKUS, not only because France was excluded, but also because it resulted in the cancellation of a $90-billion contract to build 12 French-designed submarines. So now France's move is to form another alliance with India. 
French President Emmanuel Macron also spoke to Prime Minister Narendra Modi over the phone about the possibility of an alliance. After the phone conversation with Narendra Modi through Marcon, through Twitter, he said that both nations are committed to making the Indo-Pacific region a region of cooperation and thanked Prime Minister Indian for emphasizing the importance of the strategic partnership between India and France.


Is Quad a stage to convert AUKUS to JAUKUS or JAIUKUS?

With the rising tensions between nations due to the AUKUS, everyone was eagerly waiting for the Quad summit to be held to find out whether Japan and India would be indicated to the new alliance. But the reports from the US rule out this possibility. 
During a daily press conference on September 22, 2021, questions were raised by journalists regarding the indications of Japan and India. "AUKUS? What would it become? JAUKUS? JAIAUKUS?" Before answering the question, Psaki remarked something humorous. 
She also made it clear that the announcement of AUKUS was not a signal of any indication and, one way or another, will be involved in the security of the Indo-Pacific region.
